Montgomery Township Planning Board Recommends Amended Redevelopment Plan for Village Walk

MONTGOMERY, NJ — March 24, 2025 – The Montgomery Township Planning Board voted March 24, 5-2 to recommend an amended preliminary investigation for the redevelopment of Block 28007, Lots 1 & 2, formerly known as the Kepner Tregoe property, now called Village Walk.

At the meeting, planning consultant Michael Sullivan of Clarke Caton Hintz presented findings supporting the inclusion of these lots in the township’s non-condemnation redevelopment plan. The 3.3-acre site, currently zoned for highway commercial use, is deemed significant for multiple reasons. Notably, it will provide 11 affordable housing units contributing to the township’s Round Three affordable housing obligation. Additionally, the developer is required to complete the connection of Village Drive, improving local infrastructure.

Sullivan emphasized that the amendment would incorporate these lots into the original redevelopment plan, as they were not initially included but are now considered essential to the project’s completion.

During public comment, former Planning Board member Devra Keenan criticized the proposal, arguing that the amendment effectively bails out the developer.

“I think this is very sad that this has come to this,” Keenan stated. “This is a bailout of a developer who has not completed his obligation. There was a plan in place, and he has not finished it. He’s going to get a redevelopment and a PILOT, which means the taxpayers will be on the hook for part of this. I think this is an absolute travesty if this moves forward.”

Board member Anthony Glockler raised concerns about the impact of the amendment, pointing out that Village Drive—the key component of the revision—lies outside the designated parcel. He questioned the consequences if the board rejected the recommendation.

Member and Mayor Neenah Singh reminded the board that PILOT money is beneficial to the municipality as it gets 100% of the money as opposed to taxes of which 70% goes to the schools.

After nearly 30 minutes of discussion, the board voted 5-2 in favor of recommending the redevelopment designation to the Township Committee. Board members Sarah Roberts and Anthony Glockler cast the dissenting votes.
