Montgomery Township Planning Board Approves Redevelopment Plan for Country Club Meadows Senior Living Project

MONTGOMERY, NJ — March 24, 2025 — The Montgomery Township Planning Board unanimously approved the long-anticipated Redevelopment Plan for the Country Club Meadows Senior Living project, moving forward with a vision that aligns with both the Township Committee’s recommendations and Montgomery’s Master Plan.

Township Planner Michael Sullivan presented the plan to the board, noting that the proposed adjustments are aimed at better reflecting current market demands while remaining true to the original intent of the development. “The redevelopment allows the town to be specific,” Sullivan said. “It gives us assurances of what this would be. Through the redevelopment plan, we can include and require the concepts.”

Located at 22 Scarborough Road, the site spans approximately 23 to 24 acres and has remained undeveloped since a settlement agreement with the township in 2014. The previous zoning for the property required the development of 96 senior residential apartments spread across four buildings, as well as 74 independent living units, 74 assisted living units, and 74 subacute care beds.

The newly approved redevelopment plan does not radically alter that vision but rather “massages” it, according to Sullivan. It updates the zoning and land use to meet evolving senior care needs and economic realities. The new plan allows for a total of 196 units, with approximately:

65% dedicated to independent living,
20% to assisted living, and
10% to memory care services.

An important benefit of the new configuration is its contribution to the township’s affordable housing obligations. Sullivan noted that 20 of the assisted living beds will count as 20 affordable housing credits, a key step toward meeting the state-mandated housing obligation plan, which is due by June 30
