Montgomery Board of Education Clears Reorganization Agenda Despite Multiple Abstentions

The Montgomery Township Board of Education approved its full slate of reorganization and business agenda items at its January 6 meeting, despite several members abstaining on specific motions and one member recusing on another.
With nine board seats, a simple majority of five affirmative votes is required for a motion to pass. During the final roll-call vote on the combined reorganization and business agenda, Business Administrator Andrew Italiano walked the board through individual disclosures of abstentions and recusals before declaring, “Motions carry.”
Targeted Abstentions on Curriculum and Governance Items
The most detailed explanation came from Dr. Ting Wang, who indicated she could not support two specific items related to next school year’s academic program.
“Since I have this question, even though you guys clarified that, I don’t feel I have enough information to approve the next school year’s textbook and curriculum course of study,” Wang said. She then stated she would vote “yes” on all items except the two curriculum-related motions, listed on the agenda as Items 20 and 21, where she formally abstained.
Members Francine Pfeffer, Kathryn Worland and Julius Nunez each abstained on Action Item 1.1, while supporting the rest of the agenda.
Two Recusals on Item 4.1
Board members, Franco-Herman and Harris voted in favor of the agenda overall but recused themselves from Item 4.1, which was not discussed in detail during this portion of the meeting.
Recusal, unlike abstention, typically indicates a potential conflict of interest rather than a lack of information or a procedural concern.
How the Numbers Worked
Despite the scattered abstentions and two recusals, the structure of the votes meant every item still received enough support to pass:
- Items 20 and 21 (textbooks and curriculum course of study)
- Dr. Wang abstained. Pfeffer, Spina, Franco-Herman, Worland, Nunez, Harris, Nargund and Todd voted Yes.
- Item 1.1
- Pfeffer, Worland, and Nunez abstained. Wang, Spina, Franco-Herman, Harris, Nargund, Todd voted in favor.
- Item 4.1
- Herman and Harris recused. Wang, Pfeffer, Spina, Worland, Nunez, Nargund and Todd voted Yes.
- After Italiano completed the roll call and recorded each exception, Board President Patrick Todd asked whether there were any further questions or clarifications. Hearing none, Italiano summarized the outcome succinctly: “Motions carry.”
