Business Administrator’s Report Highlights: Tax-Relief Help Session, Old Municipal Building Demo, Roadwork Push, Promenade Timeline, Inclusive Playground, Senior Housing & More

MONTGOMERY TOWNSHIP, N.J. — At the Oct. 16 Township Committee meeting, Business Administrator Lori Savron delivered a detailed report covering resident tax-relief assistance, capital projects, development timelines, parks and recreation, affordable senior housing, and a public health recognition.

Tax-Relief Filing Assistance: Monday, Oct. 20, 4–7 p.m.
The township will host a walk-in help session for state property-tax relief applications on Monday, Oct. 20, from 4–7 p.m. at the Municipal Building. Staff will assist residents in completing forms for three New Jersey programs:

  • ANCHOR (generally for individuals under 65 without disabilities)
  • Stay NJ (generally for residents 65+, with or without a disability)
  • Senior Freeze (for eligible seniors)

Savron stressed that many residents qualify—with income thresholds as high as $250,000 or $150,000 depending on category—and that potential relief can total several thousand dollars. The state application deadline is Oct. 31.

Former Municipal Building: Demolition Underway (Federally Funded)
Demolition of the former municipal building is moving forward, 100% covered by a federal grant. The project was bid and awarded to A B Kurre, which has mobilized and begun prep work. Savron thanked Township Engineer Mark Herrmann (project manager); DPW’s Jeff Burkland and Rich Dietrich for ground prep coordination; and Sergeant Giles for relocating a police container.

She noted a brief gathering earlier in the week with former officials to acknowledge the building’s history as a center of policy and public service, including remarks from Sue Weingart, granddaughter of Montgomery’s first township administrator, Beatrice Skillman.

Road Program: 13 Streets Nearing Completion
The fall road program—milling and paving on 13 municipal roads—began two weeks ago and is about 80% complete. Contractor Tilcon has both milling and paving crews active, with DPW and Engineering coordinating. Resident feedback has been positive, Savron said.

Montgomery Promenade & Whole Foods Timeline

  • Whole Foods is expected to take possession of the shell soon and begin an approximately six-month interior fit-out, targeting a late second-quarter opening.
  • Loop roads are advancing: Bulmer Corner is base-paved; Nevius Boulevard is scheduled for paving next week; the internal traffic circle and the remainder of the loop road will follow.
  • Parking areas and all loop roads are slated for completion by Nov. 17.
    Savron noted these roads are required to be in service before the store opens to help distribute traffic and relieve the Route 518/206 corridor.

Inclusive Playground: Ribbon-Cutting Oct. 24; Opens Oct. 25
The Inclusive Playground at the Municipal Building will hold a ribbon-cutting on Thursday, Oct. 24, and open to the public on Saturday, Oct. 25, pending final insurance safety inspection and site cleanup. The all-ages facility features a solid turf surface and exercise equipment for seniors.

Senior Affordable Housing (RPM)
The RPM senior apartments—a 100% affordable housing project behind the Municipal Center—are projecting second-quarter completionApplications are expected to open in early 2026 via a dedicated website. The township provided the land and nearly $3 million in assistance; the balance is financed through Low-Income Housing Tax Credits and grants.

Food Pantry & Community Support
Savron introduced Lisa Carra, the township’s new Senior Director, who is managing the food pantry. The administration is exploring a Mayor’s ad hoc Food Pantry Advisory Committee for 2026 to support fundraising, volunteer recruitment, and food drives.

Public Health Recognition
Minutes before the report, the Montgomery Township Health Department received an award from the New Jersey Public Health Association recognizing its commitment to building a resilient, responsive public health system, quality improvement, equitable services, and ongoing work following national accreditation.
