Montgomery Township Committee Discusses Senior Living Development at March 6 Meeting

Montgomery, NJ – The Montgomery Township Committee convened on March 6, 2025, addressing several key topics, including a redevelopment project aimed at expanding senior living options in the community.

The meeting commenced with a proclamation honoring Devra Keenan for her dedicated service to the township. The committee expressed its appreciation and gratitude for her contributions.

The second major agenda item featured a presentation from representatives of Country Club Meadows regarding their proposed redevelopment project. Township Attorney Wendy Rubenstein-Quiroga provided background on the site, explaining that it has been designated for redevelopment. She noted that the township has been collaborating with the property owner to craft a viable plan.

Attorney Bryan Plocker, representing Country Club Meadows, and David Weiner, representing the contract purchaser GTP Acquisitions, outlined the details of the planned community, named Thrive at Montgomery. The project will offer a mix of senior living, assisted living, and memory care facilities. The development will include cottage-style independent and assisted living residences, alongside a main apartment-style building featuring a dedicated memory care wing. The memory care area will be access-controlled to ensure resident safety. The main building will also house shared amenities such as dining areas, social spaces, a movie theater, and a fitness center, fostering a residential atmosphere rather than an institutional one.

Plocker explained that although the property’s intended use was approved years ago, evolving market conditions necessitated adjustments to the initial plan. Notably, the facility will not provide medical treatments or oxygen services; residents requiring such care would need to transition to higher-level care facilities.

Rubenstein-Quiroga highlighted that the project would contribute 20 credits toward the township’s state-mandated affordable housing obligations. Plocker also noted that the New Jersey Department of Consumer Affairs which licenses assisted living facilities requires that 10 percent of assisted living facility beds be Medicaid-eligible.

At the conclusion of the presentation, Rubenstein-Quiroga stated that the next step in the process would be introducing a redevelopment plan ordinance at the committee’s next meeting, scheduled for March 21, 2025, instead of the originally planned March 20. After introduction and public hearing, the ordinance will proceed to the Planning Board for review to ensure alignment with the township’s master plan.
